Is there a way to limit access to users for some categories as read only? Also is there a way to use the report an issue category to only allow users to report issues but not view others?

Is there a way to limit access to users for some categories as read only?
You can set a category to be read-only for members. (Moderators can still post there.) To configure this for a category, go to Admin > Categories and select the category.
Expand Settings and under Who can add topics? select Moderators only and click Save.
Expand More Options and under Replies uncheck Allow replies to posts and click Save.
Also is there a way to use the report an issue category to only allow users to report issues but not view others?
Sorry, there isn't a way. If a user has permission to post in an Issues category, then they are able to see the other issues posted in that category.
