Allow Attachments in Forum Private Message system

Allow Attachments in Forum Private Message system.
Especially when providing customer support some files are best not shared publicly in the forums. Both Staff and Customers should be able to attach logs, screenshots (JPEG PNG, Gif, etc) in the Forum Private Message system.
